We are in Lisbon. Everywhere else needs somebody who lives there, because a room full of people has to be organised by a person who can be in that room.
Find a venue, pick an evening, and run the room — welcome people, keep the rounds moving, ring the bell. About one evening a month, plus a couple of hours around it.
Sign-ups, the door code, seating and the rotation worked out for you, printable sheets and a door poster, the matching afterwards, and someone on the end of an email who has run it before.
This is the only genuinely hard part. Everything below is the arithmetic of this format specifically, not general advice. One thing to hold on to: turnout varies far more than you would like, so pick a room that is comfortable at ten and not bursting at thirty.
Which means far more places qualify than you would expect. A back area, a mezzanine, a balcony, a quiet corner — if twenty people can stand there with a drink, it works.
A group who arrive together and stay two to three hours, on an evening the room would otherwise be half empty. Numbers move around — ten some months, thirty others — and at €12–20 a head that is somewhere around €150–500 in bar takings, from a booking that costs them nothing, needs no staff beyond the bar, and repeats monthly.
Lead with that number. You are offering trade, not asking a favour — and the crowd is adults in their late twenties to forties, with a host on the floor who is responsible for the group.
This decides how hard the conversation is, and it is worth deciding before you walk in.

A weeknight is the easy answer. Prime Friday hours are a venue’s most valuable, and nobody gives those away. A Thursday turns the conversation from a negotiation into them thanking you.
Hello — I run a small monthly social event and I am looking for a room.
